ドイツ環境報告⑧
ドイツに環境研修に行ってきました。その報告です。
８ 研修制度
ドイツには環境ボランティア研修制度というものがあります。中学や高校を卒業したてで社会に出て行く前の青年たちを、NPOや各種施設において社会貢献活動に従事させることで研修を行っています。研修にかかる経費の公費負担があり、訪問したNRW州では要経費の約八十％を公費負担しています。研修希望者は多く、州の事務局には毎年六百名以上の申し込みがあり、現在NRW州では百七十名が研修を受けています。ドイツ全国では千八百人が研修中とのことです。
訪問したボン市立ビオセンターには、十九歳のステファニーと十七歳のマーティンの二名が派遣されていました。大学で生物学を勉強する前にさまざまな経験を積む、林業家の技術を身につける、といった目的意識を持ってこの制度に申込んだそうです。
またある農園では、ピアスを十二個している少女、十六歳のビーネを研修生として引きうけ、農作業や農作物の販売の作業などをさせていました。この農園は、地域の子供達の誕生会を開催するのに場所を貸したり、日頃遊べる場所として一部解放したり、環境教育の機会を提供したりしています。州も単なる農作業に従事させるだけではなく、環境教育などの社会貢献テーマに沿った活動を展開している引受先に、積極的に人材を送ろうとしているそうです。
現在日本ではニートや引きこもりなどが問題となっています。「将来を考えながら社会貢献活動や研修を受ける」という選択肢を社会として提示することが、その解決策の１つになるかもしれません。
環境ボランティア研修以外にもドイツには福祉や介護などの研修分野もあり、青少年育成がシステム化され、税金を投じることに社会として理解があるようです。
